This blog is authored by Dušan Caf, a lecturer, trainer and consultant, working in the area of digital transformation, ICTs for sustainable development, and cyber security. He has been involved in the development of secure solutions to improve digital inclusion.

Dušan leads digital accessibility policy and research programmes and coordinates partnerships for digital accessibility training and testbed activities.

He is also consultant of the International Telecommunication Union (ITU). In 2020, he carried out a Europe-wide ICT accessibility assessment. The new ITU report ICT accessibility assessment for the Europe region that he developed for the ITU was launched in the course of Accessible Europe 2021 – the Regional Forum for Europe on “Accessible Europe: ICTs 4 ALL”, which has been jointly organised by the ITU and the European Commission since 2018. In 2019, he prepared a background paper on the Future of Accessible​ Audiovisual Media Services, TV and Video Programming (see videofor Accessible Europe 2019.

Dušan has in-depth experience in technology and public policy. He is a founder of the Digitas Institute that connects experts and leaders in addressing the challenges of today’s society, and provides a platform for connecting stakeholders from advocacy, academia and industry dedicated to accessibility that collaborate on creating a more inclusive digital society.

He served as President of the Council of the Agency for Communications Networks and Services of the Republic of Slovenia (2014–2016) and President of the National Electronic Communications Council (2011-2016). Under his leadership, the national council issued dozens of statements and position papers on key policy issues, including accessibility of television broadcasting and audiovisual media services. Currently, he is a Deputy Chairman of the council (2021-2026).

He served in senior positions in industry, and he was a member of supervisory boards in industry and in non-governmental organisations. He led digital transformation and corporate strategy projects aimed at organisational growth. He was also in charge of public policy and government affairs, leading cross-organisational teams.

He is a fellow at Alma Mater Europaea — European Centre Maribor. He was a fellow at Faculties of Information Science and Applied Social Studies, fellow at Jožef Stefan Institute and a visiting researcher at Loughborough University.

Dušan holds a diploma degree in electrical engineering from the University of Maribor, a master’s degree in electrical engineering and a doctorate degree in computer science, both from the University of Ljubljana (from the Faculty of Electrical Engineering and the Faculty of Computer and Information Science, respectively) following postgraduate research work in Slovenia and in the United Kingdom.
